this is vague...

but it sounded like Blur, Pulp, et al..

the hook had a lot of 'Ba's...

Ba Ba ba-ba
Ba Ba ba-ba...

i know this isn't much to go on... i heard the song all over the place when i was abroad in london late winter-spring 1998.

any ideas?

Hmm I'll take a wild stab at this. I think it's 'National Express' by The Divine Comedy. Fits your description perfectly and it was a #8 hit in the UK, February 1999.

I was only able to find a BBC sessions real player version, but yes! its definitely the song. (itunes UK doesn't carry it... sigh)

You mean you haven't slept in nearly seven years? Sheesh!! Great song by the way. And by no means The Divine Comedy's best song either. Well worth checking out the 'Secret History' compilation CD (which of course includes 'National Express'). And if you like that, try 'Casanova' or 'Promenade'.
